The Congress Legislative Party (CLP) will meet Governor Mridula Sinha today to stake claim to form the next government in Goa, stating that they have adequate numbers on their side. India's former defense minister and BJP leader Manohar Parrikar who is set to be sworn in as Goa's chief minister on Tuesday. This has only livened up the prospects of forming a BJP-led government in Manipur. The Sarkaria Commission, which studied Centre-state relations in the 1980s, held a similar view.

Biren Singh was elected the legislature party leader following a four-hour meeting of newly elected BJP members here this evening.

The BJP, which won 13 seats in the 40-member Goa Assembly, managed to garner support from other parties and Independents to attain majority under Parrikar. "Is this the moral and character of any political party?" he asked.

"There has been a speculation for the last two days if the BJP has really got the majority required to form the government and here we are; we have 22 legislators with us", Mr Parrikar told reporters after taking oath at Raj Bhavan. It said the governor should invite the leader of "a pre-poll alliance commanding the largest number" or the "largest single party" to form the government in case no party or pre-poll coalition has a clear majority. But JMM was called to form the government at the behest of the Congress.

As per local media reports, the NPF - which was the first to offer support to the BJP soon after the results were announced - has demanded a cabinet ministerial berth for its MLA L. Dikho, besides the posts of parliamentary secretaries to three other MLAs.
