The civil war is separate from the US-led effort against the Islamic State group in the north of the country.

Later the top Russian and USA diplomats are expected to hold a news conference. "Russian Federation now has a lot to prove", U.S. Ambassador Nikki Haley said.

"We need to attempt to put an end to this steady degradation, which is doing nothing to restore the trust between our two countries or to make progress on the issues of greatest importance to both of us".

"The world's two foremost nuclear powers can not have this type of relationship", Mr Tillerson warned.

Russian Federation has accused the US of breaking worldwide law with its missile strike on Syria last week.

"Today the president confirmed our readiness to return to its implementation on the understanding that the original aims of the air forces of the American coalition are reaffirmed, namely the fight with IS (Daesh) and Al-Nusra", Lavrov said.

Earlier on Wednesday Tillerson had a similar tone after an nearly two-hour meeting with Putin, saying the two countries had reached a "low point" in relations. There were no signs that would support the statement, the allegation that chemical agents were used there at all. Russia, Assad's staunchest ally, has insisted that Assad is blameless and that it was actually the rebels responsible for the disbursed chemical weapons. "I do not know who saw them". How that occurs, we leave that to the process going forward.

China typically sides with Russian Federation in the Security Council, including in opposing USA -backed measures to punish Syria for its use of chemical weapons.

It was the eighth time that Russian Federation has used its veto power at the UN Security Council (UNSC) to block action directed at its ally in Damascus.

However, Putin appears to have found time to meet with the former recipient of Russia's Order of Friendship, who reportedly ditched his press pool to catch up with Putin.

Following a "very frank" meeting with Vladimir Putin on Wednesday, Tillerson admitted the relationship between Russian Federation and the U.S. is at a "low point", characterized by mistrust, the Hill reports.

"It'd be a fantastic thing if we got along with Putin and if we got along with Russia", Trump said. "It's very bad for this world", Trump told Fox Business News.

Echoing the Russian stance on cooperation, Tillerson said that Russia and the USA will continue discussions about how to find a solution to the Syrian conflict.

US Ambassador to the United Nations, Nikki Haley, warned Moscow against protecting Assad, who relies on support from Russian Federation and Iran in his conflict with mostly Sunni Muslim rebels. He also said war-crime charges could be possible "the longer time goes by".

UN Syria mediator Staffan de Mistura warned the UNSC on Wednesday that fragile progress in peace talks was now "in grave danger".

"Our policy is consistent and it's formulated exclusively on the basis of worldwide law and not under the impact of current opportunistic motives or false choice: 'You are with us or against us, '" Lavrov told Tillerson.
