Tensions have heightened on the Korean peninsula over Pyongyang's nuclear and missile tests and its vow to develop a nuclear-tipped missile capable of hitting the U.S. mainland, presenting U.S. President Donald Trump with perhaps his most pressing security worry.

South Korean President Moon Jae-in proposed a joint effort Monday with North Korea to bring the 2030 World Cup soccer tournament to northeast Asia.

During the meeting, the envoy presented President Moon with a hand-written letter by Japanese Prime Minister Abe, where he stressed the need for continued pressure and sanctions on North Korea.

North Korea has been put forward as a potential host of the tournament - and it's not a joke.

Moon, who suggested during his successful campaign for a May 9 election that he could try to renegotiate the deal, also said the two countries should not "cling to past history" only to block other developments in their ties.

Officials from North Korea confirmed to CNN that Rodman is expected in Pyongyang Tuesday but declined comments on the goal of the visit.

Moon said Japan should look squarely at the comfort women issue and that both countries should understand more time is needed for this issue.

The South Korean military is trying to figure out where in the North the drone was flown from. In April, South Korea's women's soccer team traveled to Pyongyang for an Asian Cup qualifier.

South Korean President Moon Jae-in said today ties with Japan are being blocked by historical issues that will take time to resolve and he asked for Japan's understanding and cooperation on the issue.

Rodman said the issue of several Americans currently detained by North Korea is "not my goal right now".

The nation did host a Women's World Cup recently.

However, even if Moon manages to thread the diplomatic needles, his vision will also face strong opposing bids from the United Kingdom, and Uruguay and Argentina, which are putting forward a joint bid to host the tournament on the hundredth anniversary of the inaugural World Cup in Uruguay. The FIFA President visited the country for the Under-20 World Cup.
