He has focused on trade relationships where other countries run large surpluses with the US, meaning they sell more to USA consumers than they buy from American companies. It is unclear whether his message reached U.S. President Donald Trump.

The Trump administration review, however, is being taken under Section 232 of the Trade Expansion Act of 1962, which gives the president broad power to adjust imports if excessive imports are found to be a threat to national security.

The United States made some of the worst Trade Deals in world history. Why should we continue these deals with countries that do not help us?

So much in the US-China relationship is now riding on China solving the North Korea challenge, which most experts say Beijing lacks the political will to do.

In the statement, the USA announced that "it will immediately cease the implementation of its current nationally determined contribution and affirms its strong commitment to an approach that lowers emissions, while supporting economic growth and improving energy security needs".

Chancellor Merkel, for whom the summit is an opportunity to show off her diplomatic skills ahead of a federal election in September, welcomed the first face-to-face meeting of Trump and Russian President Vladimir Putin on Friday.

He continued, "We believe that these sanctions are not only doomed to fail, but also run counter to the G20 principles of cooperation in the interests of all countries". "Everyone is terrified" that any US measures on steel "would be a unilateral action and would open up the floodgates for other countries to do the same", he said. In fact, of the top 10 foreign steel suppliers, of which Canada is the largest, six are tied to the United States through NATO, NAFTA or bilateral defense treaties; two others, Taiwan and Brazil, are old USA friends.

Mr. Trump's negotiators asked to include a line on the USA helping other countries "access and use fossil fuels more cleanly and efficiently", the European Union official said.

As such, the Trump administration still has plenty of time to think about the subject of steel imports.

- Prior to his departure for Europe, President Trump tweeted his disappointment with China for not doing enough to put pressure on North Korea about its nuclear program. Despite its suspension of coal imports from North Korea in February, Chinese trade with North Korea grew almost 40% in the first quarter of the year compared with 2016.

After the conclusion of the first day of meetings, Treasury Secretary Steven Mnuchin said that Trump's interactions with foreign leaders were going well.

The G-20 decided at last year's summit in China to create a global forum to tackle oversupply.

Germany, which holds the rotating G-20 presidency this year, led the "very difficult" negotiations to reaffirm 19 members' commitment to the Paris accord while accommodating Mr. Trump's stance on clean energy, officials said.

Japan was a party to the now-aborted Trans-Pacific Partnership, a broad trade arrangement negotiated under President Obama that would have lowered trade barriers between the US and many Asian countries, with the notable exception of China.

By now, most USA allies had expected to be settling into the Hillary Clinton era, forging progress based on a shared vision of Western civilization, pursuing familiar multilateral approaches to saving the planet and to globalization. His meeting with Putin was scheduled to begin just 15 minutes after the start of a G-20 working session on "Sustainable Growth, Climate, and Energy", so he left after making a brief statement on the matter.

North Korea isn't on the official agenda and probably won't be discussed in the final summit statement.
