North Korea has been under United Nations sanctions since 2006 over its ballistic missile and nuclear programmes and the Security Council has ratcheted up the measures in response to five nuclear weapons tests and two long-range missile launches.

The package proposed by China and supported by Russian Federation also includes denuclearization of the Korean Peninsula and "a peace and security mechanism" in place for both North Korea and South Korea, Liu said. "We're going to see what the situation is".
