Harvey could be Ted Cruz's time to shine

On Friday before Harvey struck, Cruz and fellow Texas Sen. And it helps explain why in early 2013 virtually every Republican in the Texas congressional delegation voted against the $51-billion emergency aid package after Hurricane Sandy devastated NY and New Jersey.

"As Americans, we come together during times of crisis and today New Jersey's heartfelt thoughts and prayers are with the people of Texas at this very hard time.During superstorm Sandy, emergency and law enforcement response contingents from around the country came to our aid", Mr Christie said in a statement. The storm has killed 10 people, stranded thousands and brought record flooding to the Texas Gulf Coast. Federal funding will be crucial in helping Texas and its residents get back on their feet once the rain stops.

"Hurricane relief and disaster relief has been a vital federal role for a long long time, and it should continue", Cruz said, suddenly abandoning the GOP talking point about small government.

Cruz allies are hopeful that when he returns to Washington, he'll be able to take the lead on a bill that will provide aid but find spending cuts or other ways to pay for it. "I covered many of these people, many of them, just like in Houston, lost absolutely everything they owned".

Rep. John Culberson (R-Texas), a senior member of the House Appropriations Committee whose district includes storm-struck Houston, told Bloomberg TV: "We will need to put together an emergency supplemental appropriations bill".

"He [Cornyn] voted for Sandy relief, just not the package that became law", Brandywine said. To attract votes from some reluctant senators for what was considered a must-pass bill, congressional leaders added provisions that were unrelated to the 2012 storm. He defended his rejection of the supplemental Sandy bill due to issues unrelated to aid.

In the coming weeks, allies say, he could get a chance to show those skills, in shepherding a bill for Hurricane Harvey damages that's paid for by cuts elsewhere, and without the kind of pork lawmakers tend to throw into this kind of legislation.

"Two thirds of this spending is not remotely "emergency"; the Congressional Budget Office estimates that only 30 percent of the authorized funds would be spent in the next 20 months, and over a billion dollars will be spent as late as 2021".

Christie, in a told-you-so moment on Monday, chastised Texas lawmakers for their actions after Sandy, one of the worst storms in recorded history.

After Superstorm Sandy devastated New Jersey in 2012, Christie harshly criticized Republican lawmakers who voted against an initial $51 billion aid package.

When Sandy knocked out power from the Jersey Shore up to Boston, eight Texas Republicans voted against increasing flood insurance and 23 voted against emergency funds for victims.

A wide array of federal agencies, and more than 8,500 federal officials are working in the two states. He said 22,000 people had already applied for federal aid but that as "many as a half-a-million people in Texas will be eligible for and applying for financial disaster assistance".
