Congress MLA from Dalhousie and All India Congress Committee (AICC) secretary Asha Kumari on Friday courted a controversy after she slapped a woman constable outside the party office in Shimla.

Kumari blamed mismanagement for the incident and accused the constable of misbehaving with her.

The incident happened on Friday outside the venue of a review meeting conducted by Congress President Rahul Gandhi. "I apologize", the Congress MLA said. Kumari started arguing with the lady constable and in the video clip that went viral, she was seen slapping her first. "I am not happy at it".

Investigators were combing the scene Tuesday evening and police reached out to the family members of the victims. Meanwhile, neighbors said they were scared after the incident. "This is not a random act", Tedesco said.

The story was not over yet, and Asha Kumari feels the women constable should have used restrain as she was of her mother's age. She had last hit headlines after her appointment as the Congress in-charge of poll-bound Punjab. She is also a member of the Himachal Pradesh Legislative Assembly from Dalhousie. No one has a right to raise hand against someone, at least not the Congress culture. "So far I have not made any complaints", she said. The review meet headed by Rahul Gandhi was called in to discuss the reasons for the defeat in the state.

During a day-long visit to Shimla, the Congress President will review the party's performance in the recently-held Himachal Pradesh assembly election. The meeting is slated at Rajiv Bhawan, the party's headquarters in Shimla. A miffed Rahul told party leaders that he did not appreciate such behaviour.
