Two of the bigger Opposition parties in the Rajya Sabha, the Congress and Trinamool Congress, as also the Left parties, do not want to be seen to be stalling the bill and expose themselves to accusations of "Muslim appeasement".

Apart from the usual band of Opposition parties - Congress, Trinamool Congress, CPM, CPI, DMK, SP, BSP, BJD - working together on this, even the AIADMK which has on many occasions so far bailed out the government, seemed inclined on Tuesday to support the bill being sent off to a Select Committee.

The Business Advisory Committee (BAC) of the Upper House met today and chose to allot four hours for discussion on the Muslim Women (Protection of Rights on Marriage) Bill, which was passed by the Lok Sabha last week. "I believe all our office-bearers will talk to all parties, and all parties will understand the problem faced by our aggrieved sisters". Similarly, they should ensure smooth passage of the bill in the Rajya Sabha, he added. However, with the numbers not favouring the government in the Rajya Sabha, it would be hard to "bulldoze" the Bill through as was done last Thursday in the Lok Sabha. "When it comes to the Rajya Sabha, we will demand that it should be sent to a select committee", he said.

The Muslim Women (Protection of Rights on Marriage) Bill 2017, seeking to criminalise instant divorce, triple talaq, which was passed in the Lok Sabha last week, is set to be tabled in the Rajya Sabha on January 2.

He said such "mock Parliaments" should be organised in every district before the proposed event in August in the national Capital. New India will be free from poison of casteism, communalism, terrorism and corruption; free from dirt and poverty.

What is anti-triple talaq bill?

According to the sources, leader of opposition in the Upper House Ghulam Nabi Azad has convened a meeting of the leaders of his party (the Congress) as well as other parties in his Parliament chamber, before the bill is taken up.

However, owing to the lack of a majority of the government in the Rajya Sabha, there are chances that the Bill may be impeded or blocked.

"We are in talks with Congress party and others for the #TripleTalaqBill, hope for a smooth passage in Rajya Sabha". The opposition voted in favour of the bill, but with caveats. "There is no question of us not standing by anything that empowers women". There is a greater consensus within the country that there should be a stringent law, preventive mechanism to give protection to Muslim women.
